Requires new state building construction and major renovations with budgets of $5,000,000 or more to include dedicated space for a child care center or adult day care center.

Applies to state projects where at least 250 individuals will live or work in the building.

Dedicated care facility spaces must include a kitchen for reheating food, restroom facilities, and appropriate outdoor space.

Space may only be used by operators licensed to run group child care centers under Hawaii law or adult day care centers licensed by the department.

Intends to reduce facility cost barriers for care providers and enable them to offer lower tuition, higher wages, and expanded enrollment through below-market rent arrangements.
