Clarifies that grounds for appealing non-renewal or revocation of a charter contract include the authorizer's procedural errors, statutory violations, or lack of compliance with contractual obligations by the charter school.

Authorizes public charter schools to appeal directly to the Board of Education on adverse decisions regarding the school's operation, governance, or funding within 21 calendar days of notification.

Excludes negative performance reviews from direct Board of Education appeals under the new authorization.

Requires the Board of Education to issue a final decision on appeals within 60 calendar days of filing.

Takes effect July 1, 3000.
