Authorizes schools to maintain a stock supply of bronchodilators prescribed by licensed practitioners and administered by trained school employees or agents for actual or perceived asthma episodes.

Requires the Department of Education to develop a protocol in collaboration with the Department of Health regarding maintenance, storage, training, administration parameters, and follow-up procedures for stock bronchodilators.

Permits school employees and agents to volunteer to administer emergency medications (epinephrine, glucagon, seizure rescue medication, inhalers, stock bronchodilators) and assist with insulin administration and blood glucose monitoring when proper authorization, training, and medical orders are obtained from parents and qualified healthcare providers.

Requires stock bronchodilator training to include recognition of asthma exacerbation causes and symptoms, indications for administration, proper inhaler and spacer use, and access to emergency responders.

Amends prescription drug labeling requirements to allow prescriptions for bronchodilators to designate a school or institution as the patient, and modifies related liability protections for schools and personnel acting in compliance with these provisions.
