H.B. 906 - Relating to Recycling

• Allows manufacturers and coordinating bodies to negotiate, collaborate, and coordinate activities directly related to recycling covered electronic devices without liability under federal antitrust law or Hawaii Chapter 480.

• Expands the definition of "covered electronic device" to include electronic device peripherals (keyboards, mice, cords, power supplies, speakers, video game consoles) and legacy devices (facsimile machines, videocassette recorders, portable digital music players, DVD players and recorders, routers, and modems).

• Requires manufacturers to provide free on-site collection service locations in each county and zip code with population greater than 25,000, one collection location on Molokai, and at least four annual collection events in Hawaii County outside of Kona and Hilo.

• Maintains manufacturer recycling goals of collecting and recycling 50% by weight (2023), 60% by weight (2024), and 70% by weight (2025) of covered electronic devices sold in the state two years prior.

• Allows manufacturers to collaborate collectively through coordinating bodies to meet collection location requirements while using proportional obligations based on department-calculated recycling goals.
