Establishes a three-year pilot program within Hawaii's early learning system to provide home-based early learning services to three- and four-year-old children, with priority for underserved or at-risk children.

Requires the service provider to be a nonprofit organization with at least three years of experience administering home-based early learning programs and must demonstrate program efficacy through independent evaluations.

Program includes computer-based individualized instruction in reading, mathematics, and science aligned with Head Start Early Learning Outcomes Framework, plus multisensory reading tutoring, adaptive reading assessments, and parental engagement components.

Service provider must supply computers, tablets, or electronic equipment and internet access to eligible families whose children qualify for free or reduced-price lunch, along with technical support.

Appropriates $750,000 for fiscal years 2025-2026 and 2026-2027; requires annual reports to the legislature; program takes effect July 1, 2025, and expires June 30, 2028.
