• Establishes a homeless student stability program within the University of Hawaii to provide grants to campuses for identifying and supporting post-secondary students experiencing homelessness through basic needs assistance, tutoring, healthcare reimbursement, temporary housing, and employment resources.

• Creates a homeless student housing resource program to award grants to housing support organizations partnering with UH campuses to help homeless students secure stable housing through rental assistance, emergency shelter, case management, and homelessness prevention.

• Requires a minimum of one benefits navigator position at each University of Hawaii System campus to assist students in accessing public benefits, emergency assistance programs, and community resources, with each campus developing a hunger-free and basic needs strategic plan.

• Establishes one system-wide coordinator position within the University of Hawaii to oversee and coordinate all campus homeless student support positions and initiatives.

• Appropriates unspecified amounts for fiscal years 2025-2026 and 2026-2027 to fund the four components of the program, effective July 1, 2025.
