Creates one aquatic biologist IV position ($63,096) for permitting and environmental review and one aquatic biologist V position ($71,016) for environmental response to emergencies.

Creates one aquatic biologist V position ($71,016) for aquatic invasive species, one aquatic biologist IV position ($63,096) for noncommercial fisheries, and two positions for Molokai (one aquatic biologist IV at $63,096, one aquatic biologist III at $58,296).

Creates two fishery technician IV positions (2.0 FTE totaling $90,432) for Molokai, and the Act takes effect July 1, 2025.
