Establishes labeling requirements for premoistened nonwoven disposable wipes sold in Hawaii, including baby wipes, adult hygiene wipes, cleaning wipes, and other specified categories composed of petrochemical-derived fibers.

Requires covered products to display "DO NOT FLUSH" label notices and symbols on packaging in conspicuous locations, with symbol size at least 2% of principal display panel surface area and specific placement requirements based on package type (cylindrical, flexible film, or rigid).

Prohibits manufacturers from making any claims that covered products are flushable through product names, endorsements, illustrations, trademarks, or trade names.

Requires manufacturers of covered products regulated under the Federal Insecticide, Fungicide, and Rodenticide Act to submit label symbols and notices to the U.S. Environmental Protection Agency for approval by January 1, 2026, and implement approved labels within 18 months.

Appropriates funding for two full-time equivalent Department of Health positions to conduct inspections, enforcement, education, and outreach activities, with an effective date of December 31, 2050.
