Expands the Commission on Water Resource Management from seven to eight members by adding the chairperson of the Hawaiian Homes Commission or their designee as an ex officio voting member.

Makes the Hawaiian Homes Commission chairperson or designee a voting member similar to the existing ex officio position held by the director of health or their designee.

Clarifies that only the five governor-appointed members (not ex officio members) are required to have substantial experience in water resource management, with at least one having expertise in traditional Hawaiian water resource management and riparian usage.

Ensures the commission incorporates and protects adequate water reserves for current and foreseeable development and use of Hawaiian home lands as required by section 174C-101(a), Hawaii Revised Statutes.

Takes effect upon approval.
