Establishes a Performing Arts Special Fund in the state treasury to be administered by the state foundation on culture and the arts for coordination, planning, promotion, marketing, and execution of performing arts events.

Requires each state agency to transfer one percent of all ticket sales from concerts held at state venues it owns and manages into the Performing Arts Special Fund.

Exempts ticket sales from concerts primarily performed by students enrolled at department schools or the University of Hawaii from the one percent transfer requirement.

Fund receives revenues from legislative appropriations, surcharges, grants, gifts, donations, contributions from public or private sources, and interest earned on deposited moneys.

Effective date is July 1, 3000 (note: appears to contain a typographical error in the effective date).
