Transfers the Hawaii Broadband and Digital Equity Office from the Department of Business, Economic Development, and Tourism to the Department of Accounting and General Services, renaming it the Broadband Office.

Establishes a new Broadband Office within the Department of Accounting and General Services headed by a strategic broadband coordinator appointed by the governor and exempt from civil service requirements.

Creates a Broadband Revolving Fund to support broadband infrastructure projects, digital equity initiatives, internet services, and community technical assistance positions, funded by state appropriations, lease proceeds, and private donations.

Appropriates $200,000 for fiscal year 2025-2026 to the Broadband Revolving Fund and $1,000,000 total for digital navigator positions across Hawaii's islands and contract reimbursements.

Repeals the Broadband Assistance Advisory Council and broadband duties previously assigned to the Director of Commerce and Consumer Affairs, consolidating broadband functions under the new office.
