Establishes a two-year digital navigator pilot program under the Hawaii broadband and digital equity office to provide technical assistance with computers and electronic devices to residents.

Requires the pilot program to operate at six locations: two on Oahu, two on Hawaii island, one on Kauai, and one on Maui.

Authorizes the Hawaii broadband and digital equity office to partner with the Hawaii state public library system and other state agencies to implement the program.

Requires submission of a feasibility and impact report to the legislature no later than twenty days before the 2027 regular legislative session.

Appropriates funds from the broadband and digital equity special fund for fiscal years 2025-2026 and 2026-2027 (amount to be specified); takes effect July 1, 2025.
