Adds new section to Hawaii Revised Statutes Chapter 291C authorizing pedestrians to cross roadways contrary to traffic code sections 291C-33, 291C-71, 291C-72, 291C-73, and 291C-75 without penalty when more than 200 feet from a marked crosswalk.

Prohibits law enforcement from stopping, fining, or penalizing pedestrians for such crossings if a reasonably careful pedestrian would determine the crossing would not cause a collision or require a vehicle to slow or stop.

Maintains pedestrians' duty to exercise due care for their own safety and the safety of others.

Preserves drivers' duty to exercise due care for pedestrian safety within roadways.

Effective upon approval, with no retroactive application to violations incurred before enactment.
