Establishes a systematic process for neighborhood boards to solicit resident recommendations for capital improvement projects and operating budget priorities in their respective counties.

Requires each county mayor to consider neighborhood board suggestions and provide written responses explaining whether recommendations will be included in the mayor's budget proposal or why they will not be included.

Mandates that county councils consider the mayor's written responses to neighborhood board recommendations when reviewing and approving the county budget.

Specifies that if a mayor fails to respond to any recommendation in a neighborhood board's package, the county council shall include that recommendation in the budget, subject to council amendment.

Requires neighborhood boards to follow uniform processes established by their respective county-based commissions when soliciting suggestions and conducting public meetings open to residents.
