Allows patients who have been seen in person by a health care provider to receive opiate prescriptions for three-day supplies or less via telehealth from a physician in the same medical group.

Amends Hawaii Revised Statutes section 453-1.3(c) to establish this exception while maintaining existing requirements that a physician-patient relationship for opiates must be established through in-person consultation.

Prescriptions issued based solely on online questionnaires remain prohibited and do not constitute acceptable standard of care.

Takes effect upon approval, with the amendments preserved when section 453-1.3 is reenacted on December 31, 2025.
