Establishes that operating a medical cannabis dispensary or producing, manufacturing, or selling cannabis products without a Department of Health license is unlawful.

Prohibits persons from intentionally or knowingly providing services to support unlicensed cannabis operations or activities.

Prohibits operating search platforms, web hosting services, social media platforms, or similar entities that advertise cannabis products from unlicensed operators.

Requires the Department of Health to issue a cease and desist notice to any person violating these provisions.

Establishes operation of an unlicensed dispensary as a Class C felony.
