Prohibits any person from loitering or camping within 50 feet of a state-owned streambank without explicit authorization from the appropriate state agency.

Authorizes law enforcement or authorized personnel to remove individuals in violation if the activity poses public safety risks, causes pollution or environmental degradation, interferes with state management, damages vegetation/habitats, or violates other state or local laws.

Requires law enforcement to issue a written notice to vacate with up to 24 hours to comply before removing individuals and their personal property, with belongings stored per state abandoned property procedures.

Violators subject to civil fine not exceeding $500 per violation, mandatory community service focused on environmental restoration, or mandatory participation in mental health services or substance abuse treatment.

Exempts individuals authorized for state-permitted activities, emergency responders seeking temporary refuge from imminent threats, and activities covered by valid state or county-issued permits; appropriates funds for enforcement, public education, and environmental restoration starting July 1, 2025.
