Establishes the Statewide Interagency Food Systems Coordination Team within the Department of Agriculture to develop and oversee interagency food systems planning and implementation.

Creates an Interagency Food Systems Working Group with co-chairs from the Board of Agriculture and Department of Business, Economic Development, and Tourism, plus representatives from the Department of Education, Department of Health, Office of Hawaiian Affairs, Office of Planning and Sustainable Development, Agribusiness Development Corporation, and one member each from the House and Senate.

Requires the working group to develop governance protocols, coordinate with county and community food systems planning, identify resources, create implementation plans with measurable progress toward statewide food system goals, and conduct policy impact analysis.

Mandates the working group submit annual reports to the legislature at least twenty days before each regular session, including activities, recommendations, and any proposed legislation.

Appropriates funds to the Department of Agriculture for staffing to support the coordination team and working group for fiscal years 2025-2026 and 2026-2027.
