Increases the ceiling on Hawaii's pesticide use revolving fund from $1,000,000 to $3,000,000.

Allows the Department of Agriculture to retain more funds for pesticide program activities including registration, licensing, certification, education, compliance monitoring, and integrated pest management strategies.

Provides increased resources for technical pesticide projects, environmental studies, and biosecurity efforts.

Takes effect on July 1, 2025.
