• Establishes the State Procurement Automation System Special Fund to be administered by the State Procurement Office and funded by vendor-collected transaction fees pursuant to section 103D-206(7) and legislative appropriations.

• Directs the special fund to be expended for administration, management, operation, maintenance, and upgrade of the procurement automation system.

• Designates the Executive Director of the School Facilities Authority as the Chief Procurement Officer for the School Facilities Authority in the Hawaii Public Procurement Code.

• Updates section 103D-204 to reference the correct subsection number for chief procurement officers (changing reference from 103D-203(a)(8) to 103D-203(a)(9)).

• Effective upon approval, with amendments to section 103D-203(a) exempt from repeal when that section sunsets on June 30, 2028.
