Amends Hawaii Revised Statutes Section 103D-303(h) to restrict disclosure of competing offerors' proposals and evaluation scores during debriefing sessions requested by non-selected offerors.

Permits procurement officers to disclose only a summary of scores during debriefing, with full disclosure of competing proposals and evaluation scores allowed only after any protest is resolved and the contract is executed.

Maintains the existing three working day deadline for non-selected offerors to request debriefing and five working day deadline to file a protest following debriefing.

Takes effect January 1, 2491.
