• Amends section 28-17 to replace references to "employee or agent of the contractor" with "contractor, contractor's employee, or subcontractor" for consistency regarding employment termination and service denial decisions.

• Establishes that individuals subject to background checks must receive notification of investigation findings and an opportunity to meet and rebut those findings before termination or denial of services.

• Takes effect upon approval, with amendments to section 846-2.7(b) preserved when that section is reenacted on July 1, 2027.
