Amends Hawaii Revised Statutes Section 803-6 to make the offender's current address and last four digits of social security number optional on citations (included "if available").

Allows omission of offender's signature on citations if the offender refuses or is unable to sign.

Adds a provision stating that omission of any required information or errors in a citation shall not be grounds for dismissal of charges or reversal of convictions if the omission or error did not prejudice the defendant.

Clarifies citation requirements for police officers issuing citations in lieu of arrest for misdemeanors, petty misdemeanors, and violations.

Takes effect upon approval with no retroactive application to proceedings begun before the effective date.
