Amends section 200-14 of the Hawaii Revised Statutes regarding violations and penalties for water pollution offenses.

Removes provisions making criminal water pollution violations (unauthorized discharge, dumping, or abandonment of petroleum products, hazardous materials, or sewage) subject to the Department of Land and Natural Resources, clarifying these remain under Department of Health jurisdiction.

Deletes the penalty provisions for water pollution violations that included fines up to $10,000 per day and imprisonment up to 30 days.

Renumbers subsections to reflect the removal of water pollution-specific enforcement language while retaining other boating and harbor violation penalties.

Takes effect upon approval.
