Request the State Auditor to conduct biennial management and financial audits of Medicaid health care insurance contractors, with the first audit due within six months of July 1, 2025.

Audits must assess financial integrity, performance, and compliance with federal and state laws, regulations, and contractual obligations of each contractor.

Audits must include review of books, records, and other evidence related to financial and operational activities of Medicaid health care insurance contractors.

Medicaid health care insurance contractors must cooperate with the Auditor and promptly provide all requested records, documents, and information.

Auditor must submit audit findings and recommendations to the Governor, Legislature, and Director of Human Services no later than twenty days before each Regular Session in 2027 and thereafter following audit years.
