Requests the Executive Office on Aging to partner with the University of Hawaii at Manoa Center on Aging to establish a Kupuna Workforce Innovation Hub to implement short-term strategies from the 2025 Strengthening Hawaii's Long-Term Direct Care Workforce Strategic Plan.

Directs the University of Hawaii at Manoa Center on Aging to meet with stakeholders to advance recruitment and retention of direct care workers across Hawaii.

Requires standardization of core competencies in aging for direct care workers and expansion of training curriculum and continuing education offerings for caring for older adults.

Mandates assessment of direct care worker and employer gaps and needs to develop appropriate workforce strategies including career pathways and career lattices.

Requires the University of Hawaii at Manoa Center on Aging to submit findings and recommendations, including proposed legislation, to the Executive Office on Aging no later than 40 days before the 2026 Regular Session for inclusion in the Office's annual report.
