Department of Labor and Industrial Relations requested to conduct a study on establishing a Hawaii Workforce Excellence Award Program modeled after France's Meilleur Ouvrier de France, recognizing craftspersons with public nominations and Governor-presented annual awards.

Study must research and recommend key industries to include in the program, how to adapt the French model to Hawaii's needs, and cost-effective implementation methods.

Program would recognize craftspeople judged against a standard of perfection rather than competitive ranking, allowing for multiple or no annual awardees similar to the French model.

Department required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Resolution aims to preserve Hawaii's cultural heritage, promote alternative career paths in traditional trades, and demonstrate state commitment to craftsmanship and cultural knowledge preservation.
