Endorses Taiwan's participation as an observer in the United Nations Framework Convention on Climate Change, International Civil Aviation Organization, World Health Organization, and International Criminal Police Organization.

Supports the first agreement under the United States-Taiwan Initiative on 21st Century Trade and encourages the U.S. Trade Representative to negotiate a bilateral trade agreement with Taiwan.

Commemorates Hawaii and Taiwan's 32-year sister-state relationship established in 1993, recognizing Taiwan's $500,000 contribution to Hawaii following the 2023 Maui wildfires.

Acknowledges ongoing cooperation between Hawaii and Taiwan in tourism, agriculture, culture, education, and Mandarin Chinese language instruction through partnerships like the University of Hawaii and National Tsing Hua University.

Directs transmission of the resolution to the President of China, President of the United States, members of Congress, State Department, Hawaii's congressional delegation, Governor, and Director of Business, Economic Development, and Tourism.
