H.C.R. NO. 120 Summary

• Requests the Airports Division of the Department of Transportation to convene a task force to study the feasibility of establishing a corporation to manage Hawaii's state airports.

• Task force membership must include representatives from the Department of Transportation, legislative committee chairpersons with transportation jurisdiction, Hawaii Tourism Authority, airline industry, labor unions, airport businesses, and other relevant stakeholders.

• Task force must analyze advantages and disadvantages of creating an airports corporation, including impacts on operations, governance, staffing, facility quality, and overall effectiveness.

• Requires task force to submit findings and recommendations to the Legislature no later than twenty days before the start of the 2026 Regular Session.

• Directed certified copies be transmitted to the Governor, Director of Transportation, Senate President, House Speaker, and Hawaii Tourism Industry CEO.
