Request that the U.S. Department of Defense, U.S. Army, U.S. Navy, and State Department of Transportation work with state and county agencies to expand, plan, and coordinate Kolekole Pass as an emergency exit route for the West side of Oahu.

Kolekole Pass is a corridor through the Wai'anae mountain range in Nānākuli with historical military significance that could connect the Leeward Coast to Central Oahu during emergencies.

West side Oahu residents face limited road access with Farrington Highway as the primary roadway, creating vulnerability to dangerous gridlocks during natural disasters and emergencies.

Military conducted full-scale exercises in February 2025 to evaluate the feasibility of Kolekole Pass as an emergency evacuation route with civilian use capability.

Request certified copies of the resolution be transmitted to the U.S. Secretary of Defense, Chief of Staff of the Army, Chief of Naval Operations, Hawaii's congressional delegation, Governor, Director of Transportation, and Honolulu Emergency Management Administrator.
