Requests the State Auditor to conduct a social and financial impact assessment of mandatory health insurance coverage for traditional Native Hawaiian healing practices (lomilomi massage, 'ai pono, la'au lapa'au, and ho'oponopono) offered through federally qualified health centers or Native Hawaiian Health Care Systems.

Requires the assessment to comply with Hawaii Revised Statutes sections 23-51 and 23-52, which mandate evaluation of proposed health insurance mandates before legislative consideration.

References House Bill No. 641 (Regular Session of 2025) as the specific legislative proposal requiring assessment.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the Regular Session of 2026 convenes.

Directs transmittal of certified copies to the Auditor, Director of Commerce and Consumer Affairs, and Insurance Commissioner.
