Directs installation of a "STOP Here for Pedestrians" sign up to 50 feet in advance of the crosswalk and a solar-powered rapid flashing crosswalk sign to alert drivers of pedestrians.

Cites findings that speed bumps reduce speed by 40 percent and decrease automobile injury or death risk by 60 percent, and notes the crosswalk's dangerous location with high traffic volume, curves, and parked vehicles blocking driver visibility.
