Request the Office of Wellness and Resilience to develop a comprehensive report addressing developmental needs of children born between 2018-2025 during the COVID-19 pandemic.

Report must include trauma-informed care research identifying trauma effects, interventions to prevent re-traumatization, and evidence-based practices for children's transitions into middle school, high school, and post-secondary life.

Report must outline current services from the Department of Education, Department of Health, Department of Human Services, Office of Hawaiian Affairs, Executive Office on Early Learning, and non-profit organizations addressing social and emotional learning loss from COVID-19.

Report must analyze services available to families affected by the 2023 Maui wildfires and identify existing support services for educators and workers experiencing secondary traumatic stress from the pandemic and wildfires.

Office of Wellness and Resilience must submit the report with any proposed legislation to the Legislature by December 31, 2026.
