Request that the City and County of Honolulu transfer its authority to construct a Makakilo Drive extension to Kualakai Parkway to the State.

Cite safety concerns due to Makakilo having only one evacuation route, with the 2023 Maui wildfires demonstrating the critical need for alternative routes.

Note that the Makakilo Drive extension has been a decades-long promise to residents and that the City has encountered design and planning setbacks for years.

Identify current problems including traffic congestion, limited emergency vehicle access, and diminished quality of life for residents due to lack of progress.

Require certified copies of the resolution be transmitted to the Director of Transportation, Mayor of the City and County of Honolulu, and the Chairperson of the Honolulu City Council.
