Requests establishment of a working group to study the feasibility of creating a Hawaii Cultural Trust for preserving and promoting Hawaii's cultural resources.

Working group composition includes co-chairs from House and Senate culture committees, plus representatives from the Department of Business, Economic Development, and Tourism; State Foundation on Culture and the Arts; Office of Hawaiian Affairs; Hawaii Tourism Authority; and Hawai'i State LGBTQ+ Commission.

Working group to invite participation from the Hawai'i Council for the Humanities, Native Hawaiian cultural organizations, nonprofit arts organizations, universities or research institutions specializing in cultural policy, and other members as needed.

Directs working group to examine potential funding sources (public, private, philanthropic), tax incentives, governance models, administrative frameworks, and impact assessment for a cultural trust in Hawaii.

Requires working group to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.
