Notes illegal dispensaries offer cannabis without age verification or medical cannabis cards, with products potentially contaminated with pesticides, solvents, synthetic cannabinoids, and other harmful substances.

Urges the Department of Health to exercise its powers under Hawaii Revised Statutes chapter 328G and Administrative Rules chapter 11-37 to stop the proliferation of cannabis falsely labeled as hemp.

Designates the surge of illegal dispensary operators selling cannabis labeled as hemp as a public health and safety epidemic.
