Requests the Department of Land and Natural Resources to convene a working group to assess environmental and conservation initiatives for transitioning Volcano, Hawaii into a biosphere area that promotes sustainability and complements the neighboring Hawaiian Islands Biosphere Reserve

Working group shall be chaired by the State Representative from House District 5 and include a representative from the Volcano Community Association

Working group must conduct a literature review of environmental and socioeconomic conditions, develop best practices for native ohia forest stewardship, create a community engagement strategy, establish a monitoring system, and identify buffer zones and conservation easements

Working group shall submit findings and recommendations, including proposed legislation, to the Legislature and Hawaii County Council no later than twenty days before the 2026 Regular Session convenes

Working group shall cease operations on June 30, 2026, with the Department of Land and Natural Resources providing administrative support
