Urges the Department of Land and Natural Resources and City and County of Honolulu to implement green fire breaks in West Oahu using fire-resistant native plants to mitigate wildfire risk.

Establishes that green fire breaks create buffer zones using native vegetation with higher moisture content and slower burn rates than invasive species to slow wildfire spread and provide emergency response time.

Identifies West Oahu and the Leeward region as having high fire risk due to dry weather patterns, urban encroachment, steep slopes, and non-native plant life.

Requires consultation with the State Fire Council during implementation to provide guidance on best practices for employing green fire breaks in West Oahu.

Directs transmission of certified copies to the Chairperson of the Board of Land and Natural Resources, Chair of the State Fire Council, and Mayor of the City and County of Honolulu.
