Requests the Department of Corrections and Rehabilitation to incrementally and systematically reduce the number of inmates incarcerated in private, out-of-state correctional facilities.

Requires the department to submit progress reports to the Legislature no later than twenty days before the regular sessions of 2027, 2028, 2029, and 2030.

Notes that Hawaii has relied on private mainland prisons for over two decades and that out-of-state inmates are separated from families and support networks, contrary to the original intent of Act 208 (1994).

Acknowledges that prison overcrowding persists despite Act 208 being enacted specifically to alleviate this issue.

Directs certified copies of the resolution be transmitted to the Governor and Director of Corrections and Rehabilitation.
