Establishes the Task Force for SPEED (Simplifying Permitting for Enhanced Economic Development) to identify actions needed to expedite, facilitate, and coordinate state and intergovernmental permit processes.

Task force composition includes one House member (as Chair), one Senate member, and representatives from 11 state agencies including the Governor's Office, Department of Business, Economic Development and Tourism, Public Utilities Commission, Department of Land and Natural Resources, and Department of Health.

Chair is requested to invite representatives from Hawaii's congressional delegation, the City and County of Honolulu, and the planning departments of Maui, Hawaii, and Kauai counties.

Task force representatives must be designated by August 1, 2025, with the first meeting scheduled no later than October 1, 2025.

Task force must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes, and ceases to exist on June 30, 2027.
