Requests the Judiciary convene a three-year working group to research landlord-tenant issues and improve code to increase rental housing availability in Hawaii, where 38.2% of residents are renters.

Working group charged with evaluating challenges faced by landlords and tenants, identifying best practices and code improvements, determining problem areas, and exploring other feasible solutions.

Working group membership includes the Judiciary (as Chairperson), state legislative leaders, a landlord-tenant litigation specialist, a landlord-tenant attorney, a small property owner, representatives from professional property manager organizations, representatives from tenant advocacy organizations, and other members with relevant expertise.

Initial working group meeting must be convened no later than July 1, 2025, with an initial report due twenty days before the 2026 Regular Session of the Legislature.

Certified copies to be transmitted to the President of the Senate, Speaker of the House of Representatives, and the Judiciary.
