Urges the Department of Education and Honolulu Police Department to establish Junior Police Officer programs or similar school-police partnerships in all Oahu schools.

Recognizes existing school-police partnership programs including Officer Friendly, D.A.R.E., G.R.E.A.T., Citizens Police Academy, L.E.E.P., and Police Activities League that provide mentorship, role models, and youth safety training.

Notes the Honolulu Police Department has administered D.A.R.E. programs in Hawaii schools since the 1980s and operates L.E.E.P. for youth ages 14-20 offering career development and character building.

Acknowledges that some schools currently feature Junior Police Officer programs allowing students to take leadership roles, enforce campus safety rules, and participate in annual Field Day events.

Requires certified copies be transmitted to the Superintendent of Education, Chairperson of the Board of Education, Chief of the Honolulu Police Department, and Chair of the Honolulu Police Commission.
