Urges the Peace Corps to immediately establish a mission in the Marshall Islands, which the Peace Corps previously served from 1966 through 1996.

Cites the Marshall Islands' Compact of Free Association with the United States (signed 1983) and the nations' full diplomatic relations under U.S. security and defense authority.

Notes that only 43 percent of Marshallese people over age 25 have completed high school and only 9 percent have graduated from college.

Identifies critical health and food security challenges including nuclear testing legacy (cancer and birth defects), 90 percent imported food supply, 80 percent processed food imports, and high obesity and diabetes rates.

Directs transmission of the resolution to the Marshall Islands Minister of Foreign Affairs, U.S. Secretary of Defense, USAID Administrator, Peace Corps Director, and Hawaii's Governor; calls for Peace Corps coordination with Department of Defense, State of Hawaii, United Nations, Red Cross, and other relief organizations.
