Urges the University of Hawaii to offer students from Pacific Island districts, commonwealths, territories, or insular jurisdictions with no public baccalaureate-granting institutions a reduced tuition rate equivalent to 100% of the resident tuition rate.

Current policy offers these Pacific Island students a reduced rate of 150% of resident tuition; the resolution seeks to lower this to match the resident rate exactly.

Freely Associated States (Republic of the Marshall Islands, Federated States of Micronesia, and Republic of Palau) already receive tuition equivalent to 100% of the resident rate.

Current qualifying Pacific Island jurisdictions include American Samoa, Commonwealth of the Northern Marianas, Cook Islands, Futuna, Kiribati, Nauru, Niue, Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu, and Wallis.

Directs transmission of certified copies of the concurrent resolution to the President of the University of Hawaii System.
