Urges the City and County of Honolulu's Department of Transportation Services to install crosswalks in Kalama Valley, prioritizing areas around Kalama Valley Community Park and the intersection of Hawaii Kai Drive and Kealahou Street.

Directs the State Department of Transportation and City and County of Honolulu's Department of Transportation Services to study and implement traffic calming measures throughout Hawaii Kai to reduce speeding.

A recent study found that 71 percent of drivers failed to yield for pedestrians at a busy Hawaii Kai intersection, the highest rate among ten intersections studied island-wide.

Urges adjustment of traffic light timing on Kalaniana'ole Highway, including exploring installation of flashing yellow turn signals during low traffic volume hours to improve traffic flow and reduce long wait times for left turns.

Requires certified copies of the resolution be transmitted to the State Director of Transportation, City and County of Honolulu's Department of Transportation Services Director, and Honolulu City Council's District Four Councilmember.
