• Requests the Legislative Reference Bureau to study the feasibility of establishing an EPA-certified laboratory in Hawaii to test drinking water for toxic chemicals, such as total petroleum hydrocarbons, and contaminants like per- and polyfluoroalkyl substances (PFAS).

• Directs study to consider upgrading the Department of Health laboratory in Pearl City to meet EPA certification requirements for testing toxic chemicals and contaminants.

• Study must analyze initial establishment or upgrade costs, annual operating costs, appropriate organizational structures, and suitable entities to host the laboratory.

• Requires the EPA, Department of Health, Board of Water Supply of Honolulu, and other relevant entities to cooperate and provide information to the Legislative Reference Bureau.

• Mandates the Legislative Reference Bureau submit findings, recommendations, and proposed legislation to the Legislature at least 20 days before the 2026 Regular Session convening.
