Authorizes the Hawaii Community Development Authority (HCDA) to conduct a study considering residential, hotel, and other land uses for the Kakaako makai area and update the Kakaako Community Development District Makai Area Master Plan accordingly.

Requires the HCDA to consult with multiple state and local agencies including the Hawaii Housing Finance and Development Corporation, Office of Hawaiian Affairs, City Department of Planning and Permitting, University of Hawaii at Manoa John A. Burns School of Medicine, Department of Transportation, and the Kakaako Makai Community Planning Advisory Council.

Mandates the HCDA hold a public hearing with at least 30 days' notice prior to submitting study results to the Legislature, where interested persons may submit oral or written testimony.

Requires an interim report to the Legislature no later than 20 days before the 2026 Regular Session convening and a final report by December 31, 2026.

Study must include community engagement, infrastructure assessment, traffic impact analysis, soil contamination assessment, sea level rise analysis, and cultural and historical analysis.
