Requests the Department of Land and Natural Resources to establish a Kailua Bay Advisory Working Group to address multijurisdictional issues affecting Kailua Pier in Kailua-Kona on the Hawai'i Island.

Working group shall meet monthly and address safety, commercial/recreational/cultural activities, infrastructure maintenance, water quality, marine protection, homelessness, parking, and user conflicts while providing policy recommendations.

Membership includes state and county officials (DLNR administrator as chair, state senator and representative, county councilor, mayor, police chief), Hawaii Tourism Authority representative, Governor's Coordinator on Homelessness, and representatives from local canoe clubs, business improvement district, and hotel.

Working group must submit quarterly reports to the Legislature beginning in 2025 for a two-year period with findings, recommendations, and any proposed legislation.

Certified copies of the resolution shall be transmitted to relevant state and county agencies and community organizations.
