HI HCR20

Requests the Auditor of the City and County of Honolulu to review and audit current permitting, inspection, and penalty processes related to "monster homes" (oversized residential structures that circumvent zoning laws and building codes).

Directs the auditor to recommend amendments to prevent monster home construction, including establishing time limits for compliance with building requirements and procedures for follow-up inspections and consistent enforcement.

Requires the auditor to recommend appropriate penalty increases to deter monster homes, including options based on: a percentage of assessed property value, the cost of demolishing unpermitted construction, or the cost to physically correct violations.

Directs the auditor to identify steps to address enforcement challenges and recommend procedures for consistent enforcement actions to effectively address violations.

Requires the auditor to submit findings, recommendations, and any proposed legislation to the Mayor, City Council, and Legislature no later than twenty days before the 2026 Regular Session convenes.
