Urges the County of Maui to prioritize the development and planning of the northern terminus of the Kihei North-South Collector Road, envisioned in the 1998 community plan to alleviate traffic congestion on South Kihei Road and Piʻilani Highway.

Notes that Maui's population is projected to grow from 129,471 in 2005 to 194,630 by 2030, with the Kīhei-Mākena area experiencing significant growth that will exacerbate existing traffic challenges.

Requests the County of Maui to collaborate with the Maui Metropolitan Planning Organization, Public Works Department, and County Council to identify and designate the specific location for the northern terminus and ensure integration with existing transportation infrastructure.

Requires the County of Maui to submit a status report on the planning and development of the northern terminus to the Legislature no later than twenty days prior to the 2026 Regular Session.

Directs that certified copies be transmitted to the Mayor of Maui County, Director of Public Works, Chair of Maui County Council, and Executive Director of the Maui Metropolitan Planning Organization.
